[Bug 1955701] Re: installer crashing wit "Could not restore packages from the previous install"

Ubuntu better. Please execute the following command only once, as it
will automatically gather debugging information, in a terminal:

apport-collect 1955701

When reporting bugs in the future please use apport by using 'ubuntu-
bug' and the name of the package affected. You can learn more about this

Ubiquity log files (package lists with versions, ISO used, etc) were not
included thus making it hard to diagnose/explore, which will be added if
the apport-collect is performed on the box.  After the apport-collect
has been executed, please return the status to 'New'.

Title:
  installer crashing wit "Could not restore packages from the previous

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  installer crashes nearly the end of fresh install of kubuntu 20.04 on lvm with luks.
  install kernel 5.11.0-27 on 20.04.3 LTS

  in syslog the following error messages appear:

  in run /usr/share/ubiquity/plugininstall.py: 
  #257 in "self.apt_clone_restore()"
  #1655 in apt_clone_restore "subprocess.check_call("

  in /usr/lib/python3.8/subprocess.py
  #364 in check_all raise CalledProcessError(retCode, cmd)

  with subprocess.CalledProcessError: Command '[apt-clone', 'restore-new-distro', '/target/ubuquity-apt-clone/apt-clone-state-kubuntu.tar.gz', 'focal', '--destination', '/target'] returned non-zero exit status 1

  plugininstall.py
