[Bug 1955742] [NEW] `ModuleNotFoundError: No module named 'pip'` for python3.10 virtual environment on Ubuntu 21.04

Steps to reproduce:

$ sudo apt install python3.10-full
$ mkvirtualenv -p /usr/bin/python3.10 test3.10
$ pip list
Traceback (most recent call last):
  File "/home/alain/.virtualenvs/test3.10/bin/pip", line 5, in <module>
    from pip._internal.cli.main import main
ModuleNotFoundError: No module named 'pip'

Expected behavior: pip should be found directly in the new virtual
environment. With a Python 3.10 installed from source, it does.
