I have just verified, as much as possible, the livecd-rootfs packages (version 2.664.14) using a test build here:
https://launchpad.net/~sil2100/+livefs/ubuntu/focal/ubuntu-mate/+build/258509
This has been built against livecd-rootfs built in a bileto PPA, but I
have then bin-synced the binaries to focal-proposed, so it was the very
same binary package used in testing. Looking at the .manifest it can be
seen that -mate now pulled in the hwe kernel packages.

Title:
HWE kernels not enabled for all the 20.04.2 desktop flavours
Status in livecd-rootfs package in Ubuntu:
Invalid
Status in livecd-rootfs source package in Focal:
Fix Committed
Bug description:
[Impact]
With .2 point releases we always switch to the HWE kernel for all
flavours. This time we missed this step. We need to enable hwe for all
desktop images.
[Test Case]
Built image with the new livecd-rootfs, check manifest and make sure
the hwe kernel is used. Install system with such an image and check if
the right kernel is in use.
[Where problems could occur]
This changes the KERNEL_FLAVOURS list, so problems might relate to the
kernel that's being selected for an image.
