This bug was fixed in the package grub2-signed - 1.158

Bug description:
[Impact]
* Installation / upgrades of grub-efi-arm64-signed do not trigger
grub-install operation and thus do not upgrade grub on the ESP.
[Test Case]
* sudo rm /boot/efi/EFI/ubuntu/grubaa64.efi
* sudo apt install --reinstall grub-efi-arm64-signed
* sudo ls /boot/efi/EFI/ubuntu/grubaa64.efi
[Where problems could occur]
* Since signed arm64 grub is fairly recent, introduction of this
postinst, whilst similar to x86_64, could result in overriding self-
signed grub in ESP under /ubuntu/ boot path. This would be
unfortunate, but shouldn't break machines if they have stock MS keys
enrolled.
