  upgrade 16.04 -> 18.04 wrongly resets user permissions

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  I had modified /etc/ssmtp/revaliases and /etc/ssmtp/ssmtp.config to
  give myself read access so that my backup routine could copy them.

  After upgrading from 16.04 to 18.04 the permissions on both files were
  reset and only the group 'mail' was given read-write permission and
  'others' were denied read access to ssmtp.config.

  The upgrader should NOT have done that.
