Title:
Please remove "quiet splash" from default kernel flags in Ubuntu
  server

Status in grub-installer package in Ubuntu:
  New

Bug description:
Please remove the "quiet splash" options from the default boot in
Ubuntu server. This is undesirable behaviour for a server as it masks
useful diagnostic output, and even prevents the server booting on some
  hardware combinations.

I have discovered that Ubuntu 20.04 fails to boot after a fresh
installation on a Dell PowerEdge R640 in UEFI boot mode. I pinpointed
this to an issue arising when attempting to display the boot splash
screen, and removing the "quiet splash" options from the kernel boot
line in GRUB fix the issue.

  Refer https://askubuntu.com/questions/1229910/ubuntu-20-04-black-
  screen-after-installing-no-booting for another example.

I'm not actually concerned about the hardware incompatibility in the
case of a server, rather I don't think "quiet splash" is an
appropriate feature for a server and is even potentially detrimental
such as in the example provided above.
