I have a fix that works in old&new glibc environments.
With those two I'm proposing that to upstream (and FYI the Debian maintainer).
Should pop up any minute at https://listengine.tuxfamily.org/chrony.tuxfamily.org/chrony-dev/2021/02/threads.html

Once we have feedback on this (looking at other such changes we might
need a protection against builds on older kernels) we can consider
uploading this to unblock chrony.

Bug description:
  There are plenty of nice improvements and features added late in
  bullseye that would also be useful for Hirsute in between 4.0-2 and
  4.0-5.

  We have to take care that all extended tests work on all
  architectures, but other than that all sounds like a straight carry-
  forward of the Delta we have.
