So my proposal against buildd is on hold
https://code.launchpad.net/~xnox/launchpad-buildd/+git/launchpad-
buildd/+merge/386466, which hard-coded a list of suites and then simply
set noudeb profile.

It relies on the fact that no profiles were set at the moment at all.

The alternative to above, is to patch our dpkg to append noudeb profile
by default, which might be quite ugly as well.
