You have an old version of psycopg2-build-deps installed which seems to
be causing the upgrade to fail to calculate. Please remove that package
and try the upgrade again. You may actually want to run "sudo apt-get
autoremove" to clean up any unnecessary packages.

Bug description:
I thing i have upgrade my Ubuntu to 20.04, but the systems ignores it, considering the version still at 19.xx, and now it says it can no longer upgrade package, unless i upgrade the whole system.
So if i try to install or upgrade new packages, it says that i need an upgrade for the whole system, and if i try to upgrade the system, it cannot continue!
