Bug description:
Upgrade to hirsute, on non-usr merged systems shows odd debconf prompt
about usrmerge. We should lower the priority of it, such that it is
not shown by default.
Future systems will require merged used, as it was the default since
disco.
Also not sure if we should bail out config of nfs systems at config
time, or later. Given there is no choice, not sure how to go about it.
Ideally we'd make people add nfs entries for both / and /usr before
upgrading.
