[Bug 1915968] [NEW] grub is crashing. I think it doesn't have enought space on EFI

Public bug reported:
A fatal error occurred while installing Ubuntu, however it had already
happened to me while trying to install Archlinux, I actually pass to
Ubuntu, because of the automatic process, however, in both cases the
fatal error happened with grub. But in Arch i got more info of the
moment and the message (I took a photo):
It was after the command:
grub-install --target=x86_64-efi --efi-directory=/boot
And the message said:
grub-install: error: cannot open directory `/boot/grub/locale`: No such file or directory.
I tryed creatitng it manually with mkdir, but I got the following message:
error: No space left on device
The EFI partition was mounted in /boot, but I think it is too small (99
MB) so grub-install is crashing as it seems that it needs to add write
folder and files on it.
I hope that may be useful.
