[Bug 1910584] [NEW] ifup is iterating over all vlan sub vlan interfaces for ens interfaces

I expect that a single ifup call with just one vlan interface will NOT bring up all sub vlan interfaces too
but on my ubuntu 18.04.02 I do see this
