  Summary

  On Hirsute, upgrading or using to systemd 247.1-4ubuntu1 causes Google Cloud instance to loose network access.

  Expected Result
  ===
  Working network access

  Actual Result
  ===
  After upgrade, network access is lost and serial console is filled with messages about IPv4 martian source and ll header, see below.

  Steps to Reproduce
  ===
  1. Launch `daily-ubuntu-2104-hirsute-v20210107` the last known good image
  2. sudo apt update
  3. sudo apt install systemd
  4. ssh is lost

  The images, built with this version do not appear to be able to start
  networking.
