[Impact]

 * Golang 1.13 is not available in Bionic and Xenial preventing SRU-ing
LP: #1911454 and related packages.

[Test Case]

 * Install the package and run /usr/lib/go-1.13/bin/go version

[Where problems could occur]

 * The extra packages should not cause any problem, they don't show up
in other packages dependencies unless those add them.
