There should be no strict dependencies on specific versions of the
linux-libc-dev package, as this is the userspace component of the kernel
headers which stands alone.
Either of linux-libc-dev 5.4.0-62.70 or linux-libc-dev 5.4.0-61.69
should satisfy all dependencies; but if you have network access from the
live session at time of installation, apt will prefer the newer version
from the archive. So you must have gotten updated package lists from
the archive, but then somehow had a failure to download the actual .deb?
Can you attach actual logs showing what happened in your case?

I just tested the latest daily build of
1) ubuntu focal (/cdrom/.disk/info Ubuntu 20.04.1 LTS "Focal Fossa" - Release amd64 (20210115))
2) xubuntu focal (/cdrom/.disk/info Xubuntu 20.04.1 LTS "Focal Fossa" - Release amd64 (20210114))
The bcmwl-kernel-source fails to build due to the dependency issue of:
linux-libc-dev_5.4.0-62.70_amd64.deb (required)
linux-libc-dev_5.4.0-61.69_amd64.deb (version on /cdrom/pool/main/l/linux)
manually installing (previously downloaded) linux-libc-dev_5.4.0-62.70_amd64.deb
and then running apt install bcmwl-kernel-source successfully builds the wl.
The pool on the cdrom contains an outdated version of linux-libc-dev,
apt-ftparchive issue?

PS: I am working on a enhanced version of Xubuntu focal (daily images) and sometimes the daily images are missing for few days,... is there a way to ensure their presence? please :-)
