This bug was fixed in the package golang-1.13 - 1.13.8-1ubuntu1~16.04.2

* Don't declare Breaks: on dh-golang (<< 1.43~) in golang-go
Packages using this golang version should work around the incompatibility
in debian/rules by setting GOCACHE to an absolute path:
export GOCACHE := ${CURDIR}/_build/go-build
golang-1.13 (1.13.8-1ubuntu1~16.04.1) xenial; urgency=medium
* Backport to 16.04. (LP: #1911478)
* Relax debhelper requirement.

Bug description:
[Impact]
* Golang 1.13 is not available in Bionic and Xenial preventing SRU-
ing LP: #1911454 and related packages.
[Test Case]
* Install the package and run /usr/lib/go-1.13/bin/go version
[Where problems could occur]
* The extra packages should not cause any problem, they don't show up
in other packages dependencies unless those add them.
