[Bug 1278184] [NEW] texlive-binaries is suggested when trying to run 'mktexfmt', but does not provide it

On Linux Mint 16, the package manager recommends installing "texlive-
binaries" when user attempts to run "mktexfmt", but that package does
not provide any such program.

Workaround: the package "texlive-base" actually provides mktexfmt.
