Bug description:
[Impact]
* libc6 configuration error is observed during release upgrade from
Bionic to Focal.
[Test Case]
* Copy the fixed package to a PPA and set up using the PPA on the Bionic system.
* Break perl:
$ mv /usr/bin/perl /usr/bin/perl.bak
* Try upgrade to the fixed glibc binary packages
$ do-release-upgrade --allow-third-party
...
* The not fixed libc6 will show this error:

Selecting previously unselected package libcrypt1:i386.
* With the fixed libc6 this error is not shown, maybe a different
error shows up later due to broken perl.
[Where problems could occur]
* The fix is testing for the debconf interface properly, like it is
done at many other places in preinst. It is unlike to cause problems,
also the affected line is rarely executed.
