[Bug 1934650] Re: allow upgrades to hirsute for Apple hardware

I have completed verification per test steps on the same machine I
describe at https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/1929449/comments/8

As expected, the machine is refused if I 'do-release-upgrade', and does
proceed with the upgrade based on invocation of 'do-release-upgrade
--proposed'.

Fix looks good to me.

Bug description:
  [Impact]
Apple users were blocked from upgrading to hirsute in bug 1929449, the underlying issue in shim has now been resolved, and they can upgrade again.

  [Test plan]
Upgrade an Apple machine running groovy to hirsute (pass --proposed to do-release-upgrade to use the proposed upgrader). Test without --proposed first to make sure your machine is really caught by the test that's being removed.

  [Where problems could occur]
Apple machines could have/cause more bugs with shim interaction we have not seen yet.
