fyi:  a `rmadison monitorix` query doesn't show the package is available
from Ubuntu repositories for bionic, so it's likely 3rd party package.

Bug description:
  While performing the upgrade, I had to open a second SSH terminal and
  kill the monitorix.posti process to allow the upgrade to continue - it
  may be that a window is spawned that cannot be seen during an SSH
  upgrade
