The patch has been merged in lp:ubiquity by Iain Lane. Per my
understanding, the next few steps are:

1. land in impish.
2. SRU to hirsute 
3. SRU to focal.

  add pre-install oem-config hook

Bug description:
  Add /usr/lib/oem-config/pre-install to hookdir per oem-config mode.

  Per OEM development, we have lots of repeated image installation to
  run.

  To quickly save resource used in this phase, some small automation hook need
  to run before run ubiquity GUI.

  We already use this hack and work quite well in oem project process, only
  for development, not on shipping image.

  Due to the nature that oem project use LTS, we'd like this to SRU back
  to focal.
