Bug description:
  cross building glibc for powerpc and s390x produces an empty libc6-dbg
  package.  Seen with a glibc 2.34 snapshot, and cross-toolchain-base.
  However it should be possible to see this with just a cross build
  targeting powerpc or s390x.
