Thank you for taking the time to report this bug and helping to make
Ubuntu better

The upgrade is not currently open, to avoid systems upgrading and
failing to boot post-upgrade due to bug.

you'll note

"Upgrades from Ubuntu 20.10 to Ubuntu 21.04 are not enabled as it is
possible for some systems to end up in an unbootable state if they use
EFI version 1.10 - bug 1925010. Release upgrades will be enabled once an
updated version of shim is available which is compatible with EFI
version 1.10."

This applies to all flavors including Kubuntu.

You'll note the upgrades look in the file located at
https://changelogs.ubuntu.com/meta-release which currently does not have
the 20.10 upgrade to 21.04 as open; thus the upgrade should not work
unless forced (if forced it'll use https://changelogs.ubuntu.com/meta-
release-development instead).

  Incomplete

Bug description:
  I tried to upgrade to 21.04 release according to documentation, but the upgrader claims there is no release to be upgraded to:
  ```
  root at peltan:/home/peltan# pkexec do-release-upgrade -m desktop -f DistUpgradeViewKDE
  Checking for a new Ubuntu release
  No new release found.
  root at peltan:/home/peltan# do-release-upgrade -m desktop
