Ok, this is going in  a weird direction.
I had (in 2020) an equal issue with a device going from 18.04 to 20.04. I left that behind doing a clean 20.04 install.
Now with another device I am not able to do a clean install (I am not able to backup the stuff in this device) then I will like to fix the same kind of issue.
The result of the command attached is from "this device" trying to go from Ubuntu 14.04 to 16.01 as the first step to finally came to 20.04.
