  cannot upgrade from 18.04 to 20.04

Bug description:
  Appears to be same bug as #1928397.  Updated ubuntu-release-upgrader
  to latest version and ran

  do-release-upgrade

  same error.  Ran

  do-release-upgrade -p

  and received same error/logs.
