[Bug 1932231] [NEW] add post-install oem-config hook

Public bug reported:

Add /usr/lib/oem-config/pre-install to hookdir per oem-config mode.

Per OEM development, we have lots of repeated image installation to run.

To quickly save resource used in this phase, some small automation hook need
to run before run ubiquity GUI.

We already use this hack and work quite well in oem project process, only
for development, not on shipping image.
