[Bug 1932242] [NEW] system locked up with system upgrade UI

Public bug reported:


I opened my machine to find that the system updater waiting but screen was unresponsive.
Mouse moved but on click was unresponsive
I went to
ctrl alt f3 
htop
to see if there was a CPU overload but nothing there.
I shut down chrome but screen was still unresponsive

Finally after much clicking system upgrader responded
at one point I had two windows asking if I wanted to upgrade.

I noticed that dh-python is not available in the ubuntu repositories.

I eventually shut all system update windows but UI was still sluggish
I ctrl alt f3  and then reboot to be able to post this error.
