[Bug 1933364] [NEW] NFS mount does not ignore "quota" option in focal

Public bug reported:

In bionic (Ubuntu 18.04.5 LTS) the following works correctly:

sudo mount -t nfs4 -o quota nfs-server:/home /mnt

However, in focal (Ubuntu 20.04.2 LTS) it fails with:

mount.nfs4: an incorrect mount option was specified

I expect the quota options to be ignored for NFS mounts not to cause an
error.

** Affects: nfs-utils (Ubuntu)
     Importance: Undecided
         Status: New
