Title:
  contradiction between Software Updater and Ubuntu's Software app

Status in update-manager package in Ubuntu:
  New

Bug description:
  Steps to reproduce:

  0. This may be intermittent.

  1. Wait till Ubuntu's Software Updater reports that an update is
  available.

  2. Open Ubuntu Software > Updates > refresh. If a checkmark is
  visible, meaning no updates are waiting, go to the next step.

  3. With Software Updater, install what it offers.

  Actual result: Despite Software Updater being successful and having
  revealed update availability before Ubuntu Software was open, Ubuntu
  failed to reveal that an update was available.

  Expected result: Consistency between both.

  Additional info:

  Ubuntu 20.04.2 LTS, kept evergreen.

  Software app, ver. 3.38.1, unless updated.

  update-manager 1:20.04.10.7
