python-apport and python-problem-report no longer exist in the
development release of Ubuntu, so I'm marking this as fixed.

Bug description:
Nothing in Ubuntu depends on the Python2 libraries python-apport and
python-problem-report. I think we should drop these libraries from
Ubuntu 18.04.
Note there is one reverse recommends (indicator-china-weather) but I
suspect that is a mistake. I filed LP: #1763732 for that.
