  "halt -p" reboots instead powering off system

Status in systemd package in Ubuntu:
  Won't Fix

Bug description:
  giving "halt -p" or "shutdown -p now" reboots system instead off
  powering off.

  I have tried some kernel commandline options already, but without success:
  - reboot=bios
  - acpi=noirq

  but none did help. System keeps rebooting on "poweroff", "halt -p" or
  "shutdown -p now"
