  I can confirm that the following solves the problem on bionic:

  sudo bash -c 'cat > /lib/udev/rules.d/50-securitykey.rules << EOF
  SUBSYSTEMS=="usb", ATTRS{idVendor}=="1050", MODE="0644", GROUP="plugdev"
  EOF'
  service udev restart

  We might wish to flesh this out with a list of vendor IDs, but even
  just Yubico (1050) will likely cover the vast majority of use cases
  due to their market share.
