Title:
  [Bionic] Hardware clock cannot be set to local time - "timedatectl
  set-local-rtc 1" no longer works

Status in systemd package in Ubuntu:
  Invalid

Bug description:
  Until the last release (16.04 LTS), I was able to set the hardware
  clock to local time using the below command:

  timedatectl set-local-rtc 1

  But since Bionic, this feature no longer works. Above command doesn't
  have any effect at all after reboots.
