  systemd (sbin/init/ splash) consumes 12% CPU and doesn't stop

Bug description:
  Right after login, the process systemd (sbin/init/ splash), which is
  run by root, consumes 12% CPU and doesn't stop. The CPU fan is always
  on for that reason. That doesn't happen in Focal on the same laptop,
  which has both Focal and Groovy, and they both share the same /home
  partition.
