[Bug 1917720] [NEW] locales is generating for every available english locals

Public bug reported:

locales is generating for every available English locals by default
where as my /etc/locale.gen file is set only for `bn_BD UTF-8` and
`en_US.UTF-8 UTF-8`. The issue was there for a long time but didn't
bother to report it until now.
