To get reproducible result I need to ask - how do you prepared yours "minimal hirsute environment".
Please show me the step-by-step guide to create it.

  The update-notifier package should not depend on gnome-shell, this
  wrong dependency forces gnome-shell to be installed on fresh minimal
  system while running `sudo apt-get install ubuntu-mate-desktop` on it.
