  do-release-upgrade fails complaining of held broken packages that apt-

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  I purged all ppas in the /etc/apt/sources.list.d/ (the directory is empty)
  When I run "sudo apt-get --fix-missing upgrade" nothing happens

  In any case, I can't figure this stuff out anyway - I need an expert
  to debug this!
