Public bug reported:

I started recovery menu entry in hirsute, but it seems to race with the
classic root shell Ctrl+D prompt or something, and pressing up down
arrows some times like moves one line but then the menu restarts, so
it's not usable at all. Had a hard time getting to a root shell.

It's possible I had a failing mount point in /etc/fstab and systemd was
hence falling back to that single user target and bouncing back and
forth, need to check again now that fstab is fixed.
