As noted on the ubuntu-devel mailing list we decided to remove the
package from the default install and discard the Ubuntu delta for the
package, subsequently this bug is something we won't be fixing.

Bug description:
  Hi,

  the popularity contest results that can be obtained from [1] contain
  invalid package names:

      % zgrep texlive-lang-norw all-popcon-results.txt.gz
      Package: texlive-lang-norwegiant8,��▒i�d�6!Eԍ     0     1     0     0
      Package: texlive-lang-norwegian           322 23930   898  8008

  There are also some package names that contain slashes.  This also
  should not happen.

  It would be nice, if there was a basic check for valid names (e.g.
  only characters from [a-zA-Z0-9.-+] as documented in [2]).
