[Bug 1927789] [NEW] Remove telegraf from the list

I have tested the latest telegraf that is available in Impish
(telegraf_1.18.1+ds1-0ubuntu1) and verified that it compiles & tests
fine with LTO on all supported architectures, as can be seen here:

The way I performed the tests was to use the following excerpt on
d/rules:

export DEB_LDFLAGS_PREPEND = -flto=auto -ffat-lto-objects

and I verified that the linker is being invoked with these options.  I
therefore think telegraf should be removed from the lto-disabled-list
package.
