without details on what machine you're installing on, it's impossible to
know if this is LP: #1925010 or a different bug.  However, we did
specifically block release upgrades from 20.10 to 21.04 in the release
upgrader because there were known issues with 21.04 on older machines.
Marking this as a duplicate of 1925010.
