These messages indicate that shim is unable to set a variable in
firmware to communicate to the OS the status of the MOK database. It is
caused by a problem with your system's firmware or hardware. The reason
these messages are printed is because if they are not, it is very
difficult to diagnose why the variables are missing.
We can assess whether these messages should be suppressed by default,
but in the meantime they are giving you important information that there
is a problem with the nvram on your motherboard.

Hi,
I upgraded to Kubuntu 21.04 from Kubuntu 20.10.
Since the upgrade, every time I boot, I receive two lines of text
before the grub menu shows up, saying "Failed. to set MokListRT: Not
enough resources", "Could not create MokListRT: Not enough resources".
The OS boots and works without problem. But every time I get this
messages while bootup which used to be not the case with 20.10.
