Ubuntu 16.04 (xenial) reached end-of-life on April 29, 2021.
See this document for currently supported Ubuntu releases:

We appreciate that this bug may be old and you might not be interested
in discussing it any more. But if you are then please upgrade to the
latest Ubuntu version and re-test. If you then find the bug is still
present in the newer Ubuntu version, please add a comment here telling
us which new version it is in.
You've filed the bug against `ubuntu-release-upgrader` ; the tool which would upgrade your 16.04/xenial system to 18.04/bionic. If your system was just installed 10 days ago, I'd recommend installing with supported media (particularly Ubuntu 20.04 LTS).
A Support site would I suspect be appropriate at getting around this
issue quickly, eg. https://answers.launchpad.net/ubuntu

Please also note; as 16.04 is now no longer in standard support, many
sites don't provide support unless your question is specific to aiding
you to move to a supported release of Ubuntu.
FYI: 16.04 means the 2016-April release of Ubuntu which had 5 years of
standard support ending 2021-April.
