Maybe you need to copy /etc/group as well?

Status in dbus package in Ubuntu:
  Confirmed

Bug description:
  In Ubuntu Core 11.10 daily in chroot environment with host's
  /etc/passwd and /etc/shadow copied in chroot I get the following error
  on installing dbus package:

  chown: invalid group: `root:messagebus'
  dpkg: error processing dbus (--configure):
   subprocess installed post-installation script returned error exit status 1

  This error paralyzes any further attempts to install anything.
