Public bug reported:
Attempted a do-release-upgrade from 18.04 to 20.04 on Windows 10.
First attempt failed due to snap being installed. So, I removed and
purged snapd.
The second attempt got pretty far along before it also failed. It looks
like it found a file named /var/crash/libc6.0.crash existing on my file
system and didn't know what to do.
