[Bug 1950537] [NEW] autopkgtest failure with py3.10

Public bug reported:

numpy fails to build with py3.10

Attached is my WIP on getting this in better shape and assumes we sync a
newer numpy from debian experimental, as that has an upstream version
which claims python 3.10 support.

I'm not asking for sponsorship yet.
