Something similar to this occurred on a previous version of Kubuntu.
I was test installing Kubuntu and I think it was Impish Indri.
If I remember right the tool chain had just been installed and the problem was in there somewhere.
I'm not a programmer or developer so I can't expand on that. I think tool chain might have something to do with it.

My report on  2021-11-08 was the first instance of this bug, I had been
testing every day with no problem until then. I posted at launchpad as
soon as it cropped up. My report was bug 1950132.

I'm happy to engage in further testing if this is useful. I'll watch
this page.

  This installed was attempted because Norbert had mentioned failure to install (using QEMU)
