[Bug 1946354] [NEW] u-boot: missing file /etc/fw_env.config

Public bug reported:

When U-Boot with CONFIG_ENV_IS_IN_FAT=y is installed file
/etc/fw_env.config should be created to make command fw_printenv from
package u-boot-utils usable. We cannot expect the user to know which
environment size to put into this file.
