Public bug reported:

During my upgrade from 20.04 to 21.10, Gnome shell crashed and could not
recover. I was therefore unable to see my upgrade progress. I waited
until my hard drive activity light stopped turning on and then restarted
the computer, but the installer was not finished and I ended up with a
non-booting system. I was able to recover by booting with a previous
kernel.
