Ubuntu 12.10 (quantal) reached end-of-life on May 16, 2014.

This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue using a maintained version of Ubuntu then please
let us know otherwise this report can be left to expire in approximately
60 days time.

Bug description:
  update-manager hangs trying to install downloaded packages. I can't
  install or uninstall anything.

  Ok, I found the reason why it hangs... When installing new updated
  packages with update-manager a configuration of keyboard-configuration
  package comes out in a terminal asking questions.

  Workaround is simple:

  sudo apt-get upgrade

  from the terminal and setting up the keyboard-configuration.

  But it is still an issue, especially for the average user.
